A division bench comprising Justices S K Sahoo and V Narasingh directed the hospital superintendent to file an affidavit addressing five key aspects — department-wise doctor vacancies, regulation of doctors’ and staff duty hours, action taken against absentee or negligent staff, facilities available for attendants in each department and security measures in place for attendants, especially at night.
