Hong Kong’s Tourism Blueprint 2.0 is set to transform the region’s tourism sector, with the goal of increasing its value-added contributions from HKD 75.3 billion in 2023 to HKD 120 billion (USD 15.46 billion) by 2029. Announced on December 30 by the Secretary for Culture, Sports, and Tourism, Miss Rosanna Law, the plan outlines bold initiatives that blend cultural innovation, technological advancements, and community involvement.
Miss Law emphasized three core messages: Hong Kong’s role as a global tourism center, supported by policies from the Central Government; the essential contribution of community collaboration in delivering exceptional visitor experiences; and the need to both strengthen traditional tourism strengths and explore new opportunities.
Key Strategies for Tourism Advancement Blueprint 2.0 presents four strategic pillars and four main objectives, underpinned by 133 measures:
- Strengthening Hong Kong’s Status as a Premier Tourism Hub Hong Kong aims to leverage its unique position as a crossroads of East and West, enhancing its appeal as an international tourism hub and cultural crossroads. The plan focuses on encouraging multi-destination travel and showcasing Hong Kong’s rich cultural heritage. Miss Law stressed the importance of synergy between tourism and cultural activities to create unforgettable experiences for visitors.
- Expanding and Diversifying Visitor Markets A central aspect of the new tourism plan is diversifying source markets. The focus is on attracting high-value overnight visitors and targeting emerging groups such as older travelers, families, and youth. The strategy also aims to boost Hong Kong’s appeal for meetings, incentives, conventions, exhibitions, and cruise tourism.
- Embracing Smart Tourism With 19 specific measures, Hong Kong plans to implement cutting-edge technologies, including AI, big data, and digital platforms, to advance smart tourism. These technologies will enhance the visitor experience by streamlining services and making travel more efficient, competitive, and enjoyable.
- Elevating Service Quality The blueprint includes 31 measures aimed at enhancing tourism-related services. These efforts will focus on improving industry talent, upgrading infrastructure, and offering better support to stakeholders to ensure that Hong Kong consistently delivers a high-quality visitor experience.
The Power of Community Miss Law emphasized the importance of community participation, noting that “Everyone is a tourism ambassador.” She called for a collective effort to greet visitors with warmth and authenticity, fostering a positive, welcoming atmosphere for tourists. The government’s engagement with the travel trade has been crucial in shaping the blueprint to align with market trends and stakeholder insights.
Commitment to Sustainability Sustainability is a key theme of the blueprint, with a focus on quality tourism over quantity. Hong Kong aims to be a model for sustainable tourism, using events and festivals to inject energy into the city’s tourism scene and create a “home-away-from-home” experience for travelers.
