Estonia strengthens digital ties with Saudi Arabia, showcasing innovative tech solutions and advancing partnerships to support Vision 2030 and digital transformation.

Estonia has strengthened its digital partnerships with Saudi Arabia during a visit by an Estonian business delegation, accompanied by Minister of Justice and Digital Affairs Liisa-Ly Pakosta, to the Kingdom for the LEAP 2025 technology conference.

The delegation, organized by the Estonian Association of Information Technology and Telecommunications (ITL), consisted of Estonian tech firms that showcased their cutting-edge solutions, shared the success of Estonia’s e-government model, and fostered international business ties. This visit is part of an ongoing effort to deepen digital collaboration, highlighting Estonia’s commitment to advancing innovative technologies, digital identity solutions, and supporting Saudi Arabia’s Vision 2030 initiatives. Estonia, with one of the highest numbers of cybersecurity companies per capita in the EU, brings considerable expertise in digital security.

During the trip, Estonian companies strengthened existing partnerships and explored new opportunities through meetings led by the Minister of Justice and Digital Affairs with representatives from Saudi government bodies, as well as digital and business organizations. The minister also participated in a panel at the conference, discussing the ethical implications of artificial intelligence. Eight Estonian tech companies took part in the high-level discussions: B.EST Solutions, Bamboo Group, CybExer Technologies, Helmes, Lean Digital, Miltton CIO World, Nortal, and Wildix.

Minister Pakosta expressed that the meetings, which introduced Estonia’s business environment and digital expertise to Saudi officials, were exceptionally successful. The Gulf region, including Saudi Arabia, is a key focus for Estonian entrepreneurs, with growing interest in economic cooperation. Last autumn’s Gulf Region business seminar in Tallinn also highlighted this, with strong interest from local businesses. The visit to Saudi Arabia further solidified Estonia’s positions and supported its entrepreneurs.

The Estonian delegation held meetings with key Saudi leaders, such as H.E. Eng. Abdullah bin Amer Alswahah, Minister of Communications and Information Technology, and H.E. Khalid Al-Falih, Minister of Investment, among others. These discussions explored opportunities for collaboration in digital innovation, research and development, and capacity building.

A highlight of the visit was the “Gateway to KSA: Unlocking Business Opportunities for Estonia” workshop, hosted by the Ministry of Investment. The event focused on Estonia’s technological strengths and its potential contributions to Saudi Arabia’s digital transformation. Additionally, the minister participated in a dinner discussion about increasing women’s involvement in IT and met with Ms. Daniah Orkoubi of the Tony Blair Institute for Global Change to discuss enhancing women’s roles in the tech sector.

Notable business agreements were made during the visit. Bamboo Group signed a Letter of Intent with Saudi partner Skyeyes to form a joint venture aimed at transforming infrastructure security in Saudi Arabia, aligning with the Kingdom’s digital goals and Vision 2030. Additionally, B.EST Solutions formed a strategic partnership with Saudi-based Professional Solutions to implement advanced digital identity solutions, including post-quantum Mobile Identity services, furthering secure cross-border connections. This collaboration will also contribute to the development of the mResidency program, designed to attract international investors and entrepreneurs to Saudi Arabia.

In addition to B2B partnerships, the ITL signed a Memorandum of Understanding with the Digital Cooperation Organization (DCO), further reinforcing Estonia’s role in global digital cooperation.

Estonia’s government has been instrumental in facilitating these partnerships, positioning the country’s ICT sector, which contributes 8% to the GDP, as a leader in digital transformation. Through public-private collaboration, Estonia continues to advance digital solutions, benefiting both businesses and societies. Notably, 100% of Estonian public services are now accessible online.

Estonia and Saudi Arabia are set to lead in the global digital arena, showcasing how innovation can spur economic growth and improve societal well-being.
