(ANSA) – ROME, JUL 23 – The European Commission has concluded negotiations with Ukraine on the revision of the Deep and Comprehensive Free Trade Area (DCFTA) between the EU and Ukraine, marking a first step toward the gradual integration of Ukraine into the EU’s single market.
“The agreement in principle on revising the trade liberalisation provisions under the Association Agreement marks a new phase in creating a long-term, predictable, and reciprocal framework within the broader context of Ukraine’s accession process,” stated the European Commission.
“It also fully takes into account the sensitivities of certain agricultural sectors raised by EU Member States and farmers”.
“With this updated agreement, we are securing trade flows from Ukraine to Europe and global markets,” stressed European Commission President Ursula von der Leyen.
“And we are also building bridges of resilience and economic solidarity in the face of Russia’s unjustified war of aggression.
“At the same time, we continue to safeguard the interests of our farmers,” The agreement is based on three key pillars: market access linked to regulatory alignment, a robust safeguard clause, and a calibrated increase in trade flows. The entry of Ukrainian products into the EU market will depend on Ukraine’s gradual alignment with EU standards, particularly regarding animal welfare, pesticide use, and veterinary medicines.
Ukraine will be required to report annually on progress made, in line with its EU accession path.
Both sides will be able to trigger a safeguard mechanism in case of negative impacts from trade flows, including at the level of individual Member States. Ukraine and the EU also commit to exploring measures to facilitate Ukrainian exporters’ access to third-country markets and to reviewing the agreement in light of progress made toward economic integration and EU membership.
